Each partnership is its own book. A project counts as ready when every item on that partner’s programme is done — not assigned, done — and only then is it worth their time. The same projects still appear on the main pipeline; this is the granular view.
Who runs what, per co-developed site — origination through operations. Written to the project beside its partner roster, because a JDA says the parties will co-develop; it does not say who runs interconnection on a given address. Every row starts unassigned, and the unassigned count is the point: on a joint development it is the unasked questions that surface at financial close.
